Privacy & Access

How we keep voter data inside your campaign, who we give access to, and what we ask in return.

Minnesota Statutory Data Use Compliance

Minn. Stat. § 201.091

Under Minnesota Statute (§ 201.091), voter list data may be used solely for election, political, campaign, or law enforcement purposes. To comply with state law and verify that data is used exclusively for authorized political or campaign activities, system access is provided following user verification.

Step 1

1. Tell us who you are

A campaign, candidate committee, party unit, or organization doing election, political, or campaign work. We confirm the organization and a named account holder.

Step 2

2. Agree to the terms of use

Voter data stays inside your campaign: no resale, no sharing, and no use for harassment, intimidation, or discrimination.

Step 3

3. Get access, with safeguards

Each campaign is isolated from every other, and we may suspend access for misuse. Requests that don’t fit these purposes are declined.

Server-Side Data Privacy

Role-Based Data Privacy: Serves Only What Canvassers Need

Traditional web forms load full voter records into the browser and visually hide unassigned fields. Our application filters data on the server before transmission—serving canvassers only the house address and registered voter names required for their assigned walk list.

Sensitive attributes like donor history, partisan indices, and staff commentary are excluded from canvasser payloads at the server level.

  • ✓ Strict Need-to-Know Access: Canvassers receive only assigned house addresses, registered voter names, and their own walk notes. Private scores, donor histories, and staff notes are excluded from canvasser responses.
  • ✓ Author-Scoped Staff Notes: Strategic commentary written by campaign staff is restricted to authorized staff accounts.
  • ✓ Instant Access Suspension: Campaign administrators can deactivate a canvasser's access mid-cycle without altering previously recorded contact logs.
  • ✓ Campaign Account Isolation: Strict data boundaries separate campaigns sharing the platform.

Sensitive data: vetted campaigns only

Race & Ethnicity Estimates

Statistical race and ethnicity estimates, along with cultural-origin modeling, can help campaigns reach communities in the right language, with the right message, and make sure no neighborhood is overlooked. Because this data is sensitive, every campaign is vetted before receiving any access, and these features may only be used for lawful outreach, never for exclusion, suppression, harassment, or discrimination. Estimates are probabilistic and can be reviewed and corrected by your team. We reserve the right to monitor how the cultural-origin and race/ethnicity features are used, although we are not obligated to do so, and to suspend access for misuse.

Donor Data & Partisan Index

Individual political donations are public records, but they are still sensitive, so they are handled with extra care.

  • Public records only. Donor information comes from the state’s published campaign-finance file. The state lists only donors who give more than $200 in a year to a committee.
  • Confirmed matches only. A donation is tied to a voter only when the match is confirmed. Possible matches are never used, and nothing is attached to a voter unless a person confirms it.
  • Human decisions are traceable. Matches made by hand are recorded with who made them, and can be undone.
  • Limited audience. Donor tools and the Partisan Index are available only to campaign administrators, and are never sent to canvasser phones.
